Admitted, then the same exams: four of seven rules checked after admission are the same for SC students

Back to the piece

What this shows

What the rules set for SC students and for others at each stage from admission to the licence to practise, and how many SC students the Ministry of Education counted as dropping out of central institutions.

What it does not show: Whether SC students are more or less likely to leave a course: no published record gives dropouts and enrolment by category for the same students.

Analysis by The Dalit Project, as on 11 Oct 2026.

Read these with the numbers

  • Each university sets its own examination rules. Only IIT Delhi’s undergraduate rules and JNU’s master’s ordinance were read; other institutions’ rules may differ either way.
  • The JNU ordinance read is the 2014 text in a copy hosted by the Centre for Development Studies; the current text on JNU’s site was not found.
  • The National Exit Test, the medical licensing examination, is deferred; until it starts, an Indian MBBS graduate is registered after the final examinations and the internship.
  • The Bar Council’s 40% and 45% are from its result press releases; the rule that fixes them was not found.
  • The 2023 dropout answer gives no enrolment and no definition of a dropout, and its 2023 figures are for part of the year. The SC share of dropouts cannot be read as a dropout rate.
  • The Civil Services count is from 2011 and covers the 2005 to 2009 examinations. UPSC’s annual reports print a column of reserved-category candidates “recommended at normal standard”, but in later reports it counts them after services are allocated, a different measure, so it is not shown.
  • The 2021 answer, the only one that gives admissions and dropouts together, is for IIT undergraduate courses in 2016 to 2020; it sets dropouts in a year against admissions in the same years, not the same students.
